Experience teaches us that economic times go hand-in-hand with increased use of public libraries. The Waterford Public Library, like libraries across the United States, is seeing record numbers take advantage of its free resources.

At the same time, municipal budgets are under extreme stress across the region due to projected decreases in tax revenues and state support.
